Support resolving domains with IPFS records via Ethereum network.

Test Plan:

  1. Go to settings ->Privacy & Security -> Unstoppable Domains, set to Ethereum
  2. Visit brave.crypto, the page should be redirected and loaded via IPFS public gateway.
