Description

Radio buttons for region selection don't get focus rings on keyboard navigation

Steps to Reproduce

  1. install 1.41.19
  2. launch Brave
  3. set up VPN
  4. click on the VPN button
  5. press tab and shift + tab to forward- and backward-cycle through the UI elements

Actual result:

The radio buttons don't get focus rings

Expected result:

They should get focus rings
