Unexpected Fetch latest versions failure

Failing to apply grpc-gateway patch, @oliversun9 can you take a peak at this one?

I think we might need to temporarily disable gateway and go-grpc, unblock fetcher and work through these one-by-one starting with grpc.

There's also some failing test, likely related to #1380
