Can you super scaffold something that doesn't belong to a team?

There seem to be bits of an option called --skip-parent that you can pass to the super scaffolder but it's not documented anywhere and it's not clear what exactly it does. We should document that, and robustify it if needed.

If I'm not mistaken, I don't think it has actually been implemented yet, but other developers have definitely asked about it in the past. Linking bullet-train-co/bullet_train-core#152 here just in case.
