[ DESIGN ] Cal-ITP Benefits Administrator: Migrate initial app mock-ups in Miro to Figma

We did initial design work for the in-person enrollment feature in Cal-ITP Benefits Administrator in Miro.

We now need to migrate this design work to Figma for easier management and evolution of this new aspect of the product.

• Create all frames in Miro in Figma. (Login, Logout, Dashboard, In-person enrollment)
• Create components for all UI elements repeated across frames.
• Create primitives such as type, color, icons, etc.
• Utilize the component library for new components rather than including them in the design file.
