I can second the last two issues. Running off of the latest Jessie build of Raspbian with a fresh install. Happy to help with any testing. Here's a wee excerpt from syslog, if that helps.
And here's dnsmasq.conf, which hasn't been changed.

Same here, but if I assign the 192.168.3.1 address manually to br0 it starts assigning DHCP addresses to the clients. sudo ifconfig br0 192.168.3.1 |
