The non-free

no longer exists in Debian or its most popular derivative Ubuntu and hasn't for at least three versions, spanning back to the release of version 2.4 of Apache'shttpd
. The new module,fcgid
, is free and doesn't allow some directives included in the instructions but is otherwise a drop-in replacement with no change in functionality that I can see.
