Right now, http://www.councilmatic.org/ refers to the Philadelphia instance of Councilmatic (as does http://philly.councilmatic.org/). Instead, it should be a project page that explains what the project is, why you'd use it, how to get started, and who's using it already (something like http://shareabouts.org/ or http://localwiki.org/).

This could/should be in the gh-pages branch of the Councilmatic repository.
