With the introduction of the Windows arm job to CppInterOps ci, we no longer have enough space for the llvm 20 upgrade PR. Rather than try and scrimp just enough space to make the llvm 20 PR possible again this PR removes the Ubuntu 22.04 jobs from our ci, freeing up a large amount of space. This os will continue to be supported through the cppyy related repos ci, but will give CppInterOp the room significantly more space to jobs which will be of more interest.
