Update was blocked because spirv-headers stopped updating. Now, that conda-forge/spirv-headers-feedstock#15 is merged, the update should be unblocked.

Checklist

• Used a personal fork of the feedstock to propose changes
• Bumped the build number (if the version is unchanged)
• Reset the build number to 0 (if the version changed)
• Re-rendered with the latest conda-smithy (Use the phrase @conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
• Ensured the license file is being packaged.

Block was also due to new abi version by llvm that blocked testing/file picking.

From build log:

-- SPIRV-Tools not found; project will be built without --spirv-tools-dis support.

So spirv-tools must be added to meet this functionality. Thankfully this is only binary dependency, not library one.
