Publish anchor-cli on npm?

For pinning a specified version of anchor-cli for projects it would be nice to have it published on npm. Then everything can be installed with npm install and tests run as npx anchor test.

If I add Makefile and template files for package to cli directory which will generate package for publishing -- this will be ok? Optionally this can be added to CI in future for producing package artifact for publishing.
