Summary of Bug

The docs don't seem to clearly state the need to avoid sources of non-determinism and what those sources are.

See Thorchain's recent issue.

This is being somewhat addressed by a new linting tool, but should be more clear in the docs

Note there is some docs about this in Tendermint, we could just move that in here
