docs: remove deployment

Change docs deployment from this repo to github.com/cosmos/docs.

This is an attempt to reduce the size of this repo.

lgtm. To be safe, shouldn't we make sure github.com/cosmos/docs is correctly set up first? (and docs.cosmos.network pointing to a gh-pages from that repo?)
