feat(structuredProperties) Add CRUD graphql APIs for structured property entities #10826

This PR adds new graphql endpoints for removing structured properties from entities, creating structured properties, and updating them. You are able to do this if you have the MANAGE_STRUCTURED_PROPERTIES privilege.
