Update uds-common gh actions to use maru/uds run conditionals to further decouple from github in support of migration/added support for gitlab

In support of defenseunicorns/uds-software-factory#92

1. Convert common actions to tasks
2. Convert existing workflows to be callable
3. Update existing uds-common flows to have workflows that call the callable workflows as reference example
