Adds pipeline executor to paddle.

Allows running a Canoe pipeline from the command line, tailing logs as it is executed.

Looks good. In subsequent PRs, we could add a Dockerfile and remove it from rookube here. With this stuff here, we'll also want to start removing things from rookube such as the Ansible template which we have here now.
