Minor fix for license identifier

This uses the correct SPDX license identifier required by Packagist to be managed correctly.

Smarty-lint gets composer power

As Smarty has moved to composer it makes sense to use the latest version of smarty in this package instead of having the dependency of smarty templates committed with the package. This makes upgrading smarty itself independent of this utility.
