Create Konflux ReleasePlanAdmission and Constraints for devfile registry

Issue Description

In order to create the ReleasePlan needed for onboarding to using Konflux for building deployment images, we'll need a ReleasePlanAdmission and Constraints created in collaboration with Software Production Release Engineering team.

Acceptance Criteria

• Create ReleasePlanAdmission in collaboration with Software Production Release Engineering team
• Create Constraints in collaboration with Software Production Release Engineering team
• Update CODEOWNERS file with a pointer to the newly created folder and devfile registry component owners

The cluster environment serving our Konflux environment is still the deprecated one, will need to migrate our team workspace into the current cluster environment before continuing the onboarding process.
