feat: setup Aptos on EVM side

Requirements:

1. L0Config.json to contain Non-EVM object for Aptos
2. NonEvmPeers.json to contain the peers for Aptos at position [1]
   • Note: could later refactor this to use RPC value of L0Config.json as key to use mapping instead of an indexed array
3. https://github.com/dhruvinparikh/frax-oft-upgradeable/tree/aptos to be synced after Ops: deploy Ethereum (s)frxETH, FXS, FPI upgradeable lockboxes FraxFinance/frax-oft-upgradeable#47 is merged so that the setup script can utilize connectedOfts for fraxtal and ethereum.
4. Enforced options should be properly configured. What are the recommended params?

@dhruvinparikh I've covered (1). (2) can be done by yourself after merging this PR (I've created the empty values) and (3) can be done early next week once the remaining ethereum lockboxes are deployed.
