What are the criteria to decide whether a source belongs to Wikidata or not? I have posted a question about this at the WikiProject Source Metadata's Discussion page.
Assuming that having at least one unique identifier (see Q36646373 or Q6545185) could be one such criterion, Cita could ask users for one upon new Wikidata item creation (if none available).
Given that many publications would not have a DOI or ISBN, it is mandatory to support a wide variety of unique identifiers (#51) if having one would be prerequisite for creating new Wikidata items.
