How to activated plugins from config.php ?

You can edit this file, https://github.com/dignajar/gris/blob/master/bl-kernel/admin/themes/gris/config.php and add the plugins you need, then go to the link https://yourdomain.com/admin/?config=true

I've done it in https://github.com/dignajar/gris/blob/master/bl-kernel/admin/themes/gris/config.php but there's no change in admin panel.
Which code should be changed?
