Check valid configuration when publishing draft exercise

When publishing a draft exercise, we could check if the configuration of the exercise is valid. This would prevent publishing of invalid draft exercises.

@bmesuere Suggested that we could also check if at least one solution is submitted that did not result in an internal error.
