Can only select bigquery datasource if it is the default

Bug Report

From the explore tab, I cannot select the bigquery datasource unless it is configured to be the default datasource.

Expected Behavior

I should be able to query against bigquery even if it is not the default datasource

Actual Behavior

• Have at least two datasources configured, where bigquery is NOT the default data source
• From the explore tab, select the bigquery datasource
• The bigquery datasource is NOT selected, and instead the default datasource gets selected.
• If you reconfigure the bigquery datasource to be the default, now it can be selected.

Steps to Reproduce the Problem

1. Configure grafana with at least two datasources.
2. Configure the bigquery datasource so that it is NOT the default
3. From the explore tab, try to select the bigquery datasource.
4. Selection fails, instead the default datasource is selected
