ClientCertificate expired causing test failures

are failing because the test client cert: https://github.com/dotnet/aspnetcore/blob/c85baf8db0c72ae8e68643029d514b2e737c9fae/src/Shared/test/Certificates/validSignedClientCertificate.cer expired on 1/20/22

need to update the cert/extend the expiration and reenable these tests

Note: these tests currently are still skipped because the logic to generate certs does not handle generating chained client certs
