Run templating tests on Windows

We're currently skipping Templating tests on Windows because JAVA isn't available for Selenium to use.

We need to get java on the PATH and then we should be able to turn it back on by deleting the above lines.

BRT is for maintainance of whatever is running now, not for new build engineering (which IMO includes getting the appropriate tools on agents). That's not to say there won't be people in the BRT who also happen to be doing build engineering as their "day job" but I don't think it necessarily falls on to that team.

I don't really have space on my queue right now for this unless it's a higher priority than the stuff I've already taken on in re: BRT. Perhaps we should look at this in the engineering sync on Tuesday? I'll have a better idea of my availability by then (and am well stocked with tasks until then ;))
