Line Break Mode issue in windows platform

Description

It appears that the line break mode is malfunctioning on the Windows platform, particularly the truncation properties which fail to properly truncate text. This issue is preventing the intended truncation of text.

Steps to Reproduce

1. Open the app and choose the windows platform.
2. run the app.

Verified on VS 17.10.0 Preview 2.0(8.0.14). Repro on Windows 11, not repro on Android 14.0-API34 and iOS 17.2 with below Project:
