Missing footer after clicking 'Clear All Items' button.

Affected Test Case:
I8 - Header and Footer (Add Clear)

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests on iOS platform.
2. Click I8 -> Header and Footer (Add Clear) -> Click the 'Add 2 Items' button until the footer goes out of the screen.
3. Then click the 'Clear All Items' button, you would see that the Footer is missing.

Actual Behavior:
The footer is missing after clicking the 'Clear All Items' button.

Expected Behavior:
The footer should not disappear after clicking the 'Clear All Items' button.

Is this a regression from previous behavior?

Yes, this is a regression. The issue cannot be repro on 9.0.60 & 9.0.50 & 9.0.0.

The issue has been verified using VS Code (v1.99.3) and is confirmed to have regressed in version 9.0.70-ci.main.25216.1. It is reproducible on the iOS platform.
