Description
When changing the culture at runtime, the DatePicker control does not update its displayed date format to match the new culture. However, if we select a date from the DatePicker, it then updates the displayed date to use the selected culture.

Steps to Reproduce
- Run the attached sample: TestingApp.zip
- Observe the DatePicker when changing the culture.
- Try selecting a date from the DatePicker after changing the culture.
