[6.0] Reset OOB packages enabled in the April release #99582

This PR should be merged on Code Complete day for the May release (around mid April).

The following packages were enabled for building in the April release and need to be reset:

@directhex please double check this PR and update it today based on what changes were merged for this month. If no changes were made to these pacakges we can just merge it.
