[Lens] Align axis name setting component

Describe the feature:
Along with introducing gauge visualization, we introduce new design pattern for a title that can be hidden, taken from the dimension label (auto) or overwritten with custom:

This is a different design pattern from what we already have for axis names but serving the same functionality.

Axis names UI should be adjusted to the new pattern. I started working on this for gauge but it is gonna take me a while to finish it so if someone wants to take this over sooner, here's the starter code:

This is done, I cant find the PR that solved it but all the axis title settings look the same now to all the visualizations that support axis.
