[Guided onboarding] [Security] Implement Cases tour

In 8.6, we will deliver the guided onboarding experience for Security. The "Cases" step of the guided setup will include a new tour that needs to be implemented. The user will be brought to the "Cases" page after completing the "Alerts" setup (see #138584).

The proposed tour is currently a work in progress, but will likely consist of the following steps:

• "Create a case" - This tour step points to the "Name" field of the Cases form. The expectation is the user will complete the form and click "Create case" to submit.
• "Add a comment" - Step that shows the user how to add a comment to a case.
• "Close case" - Step that shows the user how to close a case.

• The exact steps still need to be formalized by the Security team. The above mockups give an idea of the flow, but there are gaps. For example, should there be an additional step pointing to the "Create case" button in the case form? Will the user be automatically directed to a page to add a comment, or will there be an additional tour step that shows them how to get there?
• We will need the finalized copy for the tour steps
