Enable Markup language to reference and navigate between panels

Describe the feature:

A feature where one panel hold menu with links to the other panels on the dashboard.

A menu in a Markup visualization panel with intention to be able to jump to another visualization within the dashboard. And from panels to other panels to top menu etc.

This seems not to be possible at this moment due to the fact because kibana already using the hash section of the URL to store navigation information within individual Kibana apps.

Describe a specific use case for the feature:

Dashboards used team that enable a quick navigation between panels without reloads or need a large number open tabs. Swift solution that exists in HTML since at least 1995

A table of contents with links to other sections of the same same dashboard would be a great improvement. Our community dashboards cover a variety of topics. Users need to be able to quickly find their topics and a table of contents at the top would be very beneficial.

Different users need different portions of the dashboard so the ability to jump to just their relevant sections would be very helpful. If we could also embed jump to the top links in the dashboard then they could navigate up and back more readily.

Or maybe an expandable index that could be expanded and collapsed. IE a table of contents that would hover or stay in view as you scroll down the dashboard or slide in and out like a tray.

Some tools to help navigate large dashboards would be great.

Clickable table of contents in Kibana dashboard will make dashboard navigation easy, and at the same time improve users experience. This functionality will be a great addition.
Another important feature to add would be 'create a file' that would help dashboard authors organize similar dashboard contents into files/folders.

Closing this in favour of the Dashboard Navigation project. In a later phase we may extend the navigation system to be able to link to panels inside a dashboard.
