Safely refresh index patterns.

Is it possible to export the field formatter settings to a JSON files? The case is that when we reload the index in Kibana, we lose the formatter settings.

Seems like the thing that would make more sense here would be to avoid wiping field formatters when reloading the index?

Configuring a new Kibana server will require the "export" function. Am I correct?

This should have been resolved in #17426 as exports now include index patterns. Please re-open if needed.
