dashboard for scalar integ status in usersettings

the user needs a way to see which settings they are authed with and what bridges they are connected to and whether the bridges are working etc. This is particularly needed for puppeting bridges which need a first class place to track your auth

@lukebarnard1 @leonerd this came up repeatedly about a month ago whilst working on the new puppeting bridges, so we can see what state the user's bridge accounts are in - or have somewhere to jump into an OAuth flow to login to the remote network, etc.

I seem to remember there was a reason why bridge status chats were insufficient for this usage, although I can't remember what it is. Eitherway, having a proper section in UserSettings would be very desirable for this.

The idea with this was to have a "settings" section of scalar web. This landed but Riot doesn't spawn it yet. See https://github.com/matrix-org/scalar-web/pull/74. At the moment it has the OAuth for the twitter bridge (which is down for the time being anyway).
