github(workflows): bump macos-11 to macos-12

This bumps Clang from 13.0.0 to 13.1.6 [1][2].

`macos-12` has been available as a public beta since 2022-04-25 [3] and
exited beta on 2022-06-13 [4].

`macos-latest` does not yet use macOS 12 [5].
