Subject: [PATCH] release: 4.0.0-alpha.1 (#157)

This is the first release of `configlet` that is designed to be
compatible with Exercism v3. The latest release of the `configlet` for
Exercism v2 was 3.9.2, so we start at a 4.0.0 alpha version.
