checks if the current state contains the base parent and sets it to active by default.

if you have a parent state called 'test' then you would define your child state as followed:

tabs = [
      {
        heading: 'Settings'
        route: 'test.settings'
        baseParent: 'test'
      }
      {
        heading: 'Details'
        route: 'test.details;
        baseParent: 'test'
      }
]

Fixes issue rpocklin#55
