Setting up a templates got gitissues that invite users to post to pytorch forum

It seems there are multiple issues that are important and have not been addressed.

I suggest that higher has one of those templates in github that invites the user to post in pytorch forum. Since the answers are rarely answered here anyway, at least they'd have more visibility? (and I do understand, we are all very very busy XD, just trying to help.)
