Any specific area of the project related to this PR?

What this PR does / why we need it:

Since these two rules can create noise and we have discovered some concerns about their behavior (see #1314 , #1275 ), this PR proposes to disable them by default.

Furthermore, as discussed privately with @fntlnz and @leodido, we also considered that we have an incoming release tomorrow, thus we don't have enough time to investigate the issues mentioned above.

None, atm.

rule(Container Drift Detected (chmod)): disabled by default
rule(Container Drift Detected (open+create)): disabled by default
