feat: initialize dev config

Install additional node-base tools to follow the convention while doing development.

• Use commitlint to ensure follows conventional-commit standard
• Use lint-staged to ensure each staged files follows the standard formats
  • laravel/pint to format .php files
  • eslint to format .js, .ts and .json
• Use simple-git-hooks to run commands above

Issues

Got error below while installing @antfu/eslint-config from sail and I don't know why
