[tool] consider merging `asset_test.dart` and `asset_bundle_test.dart` since they are meant to test the same code

asset_test.dart and asset_bundle_test.dart both serve to test code in asset.dart.

I propose merging asset_bundle_test.dart into asset_test.dart. This lines up with our typical naming convention of unit test files.
