I've been trying to start a single-player game against Normal difficulty AI for a couple of hours now but, no matter what I try, the difficulty is always set to "Easy AI" on the Nations screen, no matter the difficulty I select on the pre-game preparation screen.
However, when I check the console, it returns "Normal" as the value for difficulty
Which leads me to believe that it might be a display bug? I'm not experienced enough in Civ games to deduce the difficulty of the AI by playing against it, unfortunately.

I think I got this issue too, or a very similar at least. I was going to play against easy AI:s and it constantly set the AI difficulty to Normal. So I got the opposite issue. :)
Did you try any scenario? I have an idea what the problem is.

I selected the "The World - Large" scenario once, but then I changed my mind and changed back to a customized map instead, before starting the actual game. Every single attempt after that used a custom map from the get-go, and I never selected any of the scenarios ever again after that one time.
