Description

Apparently the error condition can happen in different scenarios, see #1966

Expected behavior

Have a good error message

Actual behavior

We have a misleading error message

Potential fix

  • Reword the error message
  • Improve the detection logic (full framework assemblies will yield E_ERROR), here we just cannot find a match
