Added code to skip existing files and fix URL's when containing invalid characters

This changes the default behavior of replacing an existing layer, maybe a flag to control whether it does so or not (although it would be nice not to download it first if that was the case). Do you have an example of a URL with invalid characters? |

Added code to skip existing files and fix URL's when containing invalid characters. Skipping existing files is based on the final file name after the merge.
