Tweak frame time display in the editor #47733

  • Pad decimal values to avoid layout shifts when the frame time changes.
  • Cap values to 0.01 milliseconds to avoid division by zero in the FPS counter.

Note: Not cherry-pickable to the 3.x branch as the frame time display is only available in the master branch.
