Languages dropdown menu in left-side nav is mispositioned, and has other issues

Consider the image below. Here are the issues:

• The language dropdown needs left margin or padding
• The menu title text color seems off.
• The menu appears far to the right, rather than below the menu title.
• Menu entry text doesn't appear to be of the right color
• Language dropdown menu on mobile: paths default to locale homepage not translations of current page #2131
• Language dropdown hidden for narrow displays #2035
