I didn't inspect that with enough care yet, but the way I thought vertical spaces were set was thought spaceabovelines. So I thought the stretching was done here. The problem is that this space is set in a box, so it's basically never stretched. Also, the way it interferes with the different lineskips of TeX can certainly lead to some uncoherent vertical spaces. So there should be a way to do it properly by setting
\parskip
\lineskip
\baselineskip
\lineskiplimit
for scores and not mislead users into thinking spaceabovelines may solve their problems.
