Add testing for onnx

The ONNX app has rotted and wasn't tested by either Make (missing ONNX on workers) or CMake (missing build) for a long time.

We need to upgrade our ONNX dependency and at least get it building again before maybe finding someone interested in adding support for the new operators, modes, etc.
