nomad operator debug: Consul API calls fail when using https address

Issue

When an https address is specified for Consul nomad operator debug mangles the URL.

Reproduction steps

operator debug -consul-http-addr=https://127.0.0.1:8500 -duration=5s -output=ssltest
cat ssltest/nomad-debug-*/version/consul-agent-members.json

Expected result

JSON output from the Consul API

Actual result

{"Error":"Get \"http://https//127.0.0.1:8500/v1/agent/members\": dial tcp: lookup https: no such host"}
