Steps to Reproduce

1. Create resource aws_controltower_control for CT.MULTISERVICE.PV.1 control with 2 required arguments as per the doc
   control_identifierand target_identifier
2. Get ValidationException error from AWS api

Important Factoids

It looks like parameters is an optional argument. But there is even no option to specify it for TF resource. But it is required for this particular CT control.
